NNorthHarp provides calm outreach support in Amsterdam for children, young people, adults, parents and families when a Dutch personal budget (PGB) is part of existing care arrangements.

This page explains what NNorthHarp does and does not do. NNorthHarp provides support with daily structure, sensory overload, independence and communication, but does not apply for personal budgets, assess care needs or make any funding decisions.

What is a Dutch personal budget (PGB)?

A Dutch personal budget (persoonsgebonden budget, or PGB) is a government funding arrangement that allows eligible people to purchase care services independently. Instead of having care arranged directly by the municipality or a care office (called zorg in natura), a personal budget gives the recipient a sum of money to organise their own support.

Who is eligible, how much is awarded and under what conditions are decisions made entirely by official Dutch authorities: the municipality, the regional care office (zorgkantoor) or the care assessment body (CIZ). These processes run completely outside NNorthHarp.

The official PGB route involves

  • A care needs assessment by an authorised body
  • An application submitted to the relevant authority
  • A funding decision by the municipality, care office or CIZ
  • Administration via the SVB (Social Insurance Bank)
  • Care agreements between the budget holder and care provider

NNorthHarp has no role in any step of this process.

NNorthHarp focuses entirely on the support itself: what the goals are, how they are applied in practice, coordination with those involved, and regular evaluation of what is working.

Does NNorthHarp help apply for a personal budget (PGB)?

No. NNorthHarp does not submit PGB applications, does not support the application process, does not carry out care assessments and does not make funding decisions. Assessments, applications and decisions are handled by authorised Dutch bodies.

Can personal budget care work alongside long-term care (Wlz)?

In some situations a personal budget can play a role within a long-term care context. NNorthHarp does not decide on Wlz, PGB or funding, but can discuss whether outreach support can connect to the situation.
